This building is amazing. The Observation deck is beautiful…both levels…little cafe on the top nice…and views from top excellent…the escalator up and down are both brilliant….this place is well worth…Full review by Simon A

It is not free, but ticketing happens after you go up the building. There are four floors (including the roof garden) that are accessible after you go up the building (before paying), but the top two cannot be seen without the admission ticket. If you really want to have a look but you don't want to pay, I suggest that you can go up and look through windows (they are not the best because it shows the middle of the building and very little of Osaka's view) because there are restaurants and gift shop that is accessible to everyone. I do suggest you go up after paying though. It is beautiful to see it from the very top.
