Sudan's paramilitary Rapid Support Forces and allies have signed a charter that paved the way for the establishment of a parallel government, as Sudan's army made advances recently against the rival groups.

The war in Sudan has killed more than 24,000 people and driven over 14 million people — about 30% of the population — from their homes, according to the United Nations. An estimated 3.2 million Sudanese have escaped to neighboring countries.

Sudan's paramilitary Rapid Support Forces and its allies have agreed to set up a parallel government, sources said Sunday, despite warnings such a move could further fragment the war-ravaged country.

Sudan Shield Forces, a militia allied with the Sudanese army, said on Saturday that Rapid Support Forces (RSF) had retreated from positions in Soba, east of the capital Khartoum, under attacks launched in conjunction with the army.

Sudan has condemned Kenya for hosting a meeting led by the rebels, and the UN is warning the move could further divide the war-torn country.

Activists said three days of attacks by the paramilitary group had killed more than 200 people in White Nile state, which has emerged as a key battleground as the army regains territory.
