The State Emblems Redesign Commission was established in the 2023 legislative session to find new designs for the official state seal and the official state flag no later than Jan. 1, 2024.

Howard County Executive Calvin Ball selected Esen Paradiso’s design out of the final three entries for consideration to be the new county flag. The County Council must approve the design in April.
