We, too, are 5 feet 4 and find that most sweaters, tops, etc., have sleeves that are at least a couple of inches too long.

At the time of writing, this sweater has mostly five-star reviews, aside from a shopper who deemed the sleeves too long. Perhaps it's the fact that I'm 5'9, but I found that they fit perfectly.
