Turco, the former Ward 1 councilor who now serves at-large, said he was contacted by Sally Smith, who also lives in Ward 1, about the idea of hanging banners on light poles.
The OIG report found that BOPA left banners on light poles past the duration of a contract. In both occasions, the banner were expected to come down around February and March of 2020.
The DTA picked up the banners from the city and put them back on the light poles about 12 hours later, Schwartz said. DTA members spoke with city officials during a virtual meeting the next day.
